Some ahole in a blue collared aluminum rib of some sort came within 10 feet of me at speed just to slow way off plane and then gun it to cross 20 ft in front of my bow. The waves almost knocked me out of my 17 whaler. I was in gear only trolling off Henry island tying a leader with my five year old in the boat. They sped away and all i saw was a big sign that said SOUNDWATCH http://www.whalemuseum.org/downloads/soundwatch/Soundwatch%20Program%20Description%202009.pdfI invite you guys to visit their website to learn all about how they are a watchdog power. Be sure to read how their goal is to patrol the San Juan's doing everything short of actually enforcing the marine mammal protection act. These self empowered guys will patrol and educate while recording info on infractions they judge to worthy Don't worry though they will be reporting all of the bad boaters and whale watching outfits that get too close to any whales or seals , in a report to the whale watching industry. CC NOAA? Jebus rice I guess I should buy an old cop car and start pulling people over to inform them of the traffic laws I believe they don't know as well as myself. Might as well use the lights to pull them and if I don't like them I'll record their license plate. This way I won't need a gun. Right? If that ahole trys to swamp me and my kid again I'll be forced to inform him about boater saftety face to face.

I've done a lot of fishing around Henry Island, had a pod of KW's with several babies swim right next and under my boat...there must have been 15 or so, something I'll never forget. Did you see any?

File a report with the authorities and file a complaint with Sound watch. They obviously put too much faith in the operator of the boat.

Many times I have had whales swim near me while fishing. I have had humpbacks herding crill against my boat, had KWs eat halibut off the hook, blah blah, I do not think anglers are a problem for whales. The sperm whales floss the black cod off the longlines.

Public education on what is legal around marine mammals is not a bad thing, but it sounds to me like Soundwatch needs to do some training in how they make their contacts. It isn't clear to me what, if any authority they have to make contacts beyond their desire to "educate" boaters in the vicinity of orcas or other whales.
Keeper and Fishbadger - I concur with Leadbouncer - you need to send your contact information to Soundwatch. I'll also suggest that you cut and paste pertinent parts from their website and ask for their annual reports to see if their on the water contacts are having the desired results.
Project Objectives and Activities to Accomplish Them:
Soundwatch Boater Education Program Objectives and Activities:
Objective: Reinforce the learning experience in the actual context where marine wildlife and wildlife habitat disturbance takes place.
Key Activities: 1- Conduct on-the-water vessel patrols during the peak summer months (May-September) to intercept recreational boaters and paddlers before marine wildlife and wildlife habitat disturbances occur, give them guideline and law informational packets, and to interpret the wildlife and boating situation that they are encountering.
2- Conduct on-the-water vessel patrols (May-September) to assist the commercial marine wildlife viewing industry with vessel and paddling conduct around marine wildlife and wildlife habitat that is consistent with guidelines and laws through vhf radio and cell phone communications.
3- Conduct on-the-water vessel patrols (May-September) to promote and encourage better boater behavior around marine wildlife and wildlife habitat through the presence of the Soundwatch patrol vessel.
4-Conduct on-the-water vessel patrols (May-September) to record and report irresponsible boater behavior around protected wildlife and wildlife habitat to appropriate marine wildlife management authorities.
Objective: Provide a scientific platform to monitor vessel activities. Key Activities: 1-Conduct on-the-water vessel patrols to monitor whale and vessel activities near marine wildlife and Marine Protection Areas (MPA’s).
2-Collect whale and vessel activity data using trained citizen science volunteers using rigorous data collection protocols. Data collection consists of 1) counts of vessels near wildlife by type, location and activity; 2) wildlife/whale identification, location, travel direction and selected standardized behavioral observations; 3) vessel contact information; 4) commercial and private vessel compliance with guidelines and regulations; and 5) vessel behaviors in designated MPA’s. Objective: Encourage better compliance of the commercial wildlife viewing industry with current guidelines and regulations for vessel operation around marine wildlife.
Key Activities: 1-Utilize Soundwatch monitoring data to generate weekly feedback reports and annual summary reports to the wildlife viewing industry on Soundwatch observations of vessel operators and paddlers behaving contrary to current guidelines and regulations for vessel operation around marine wildlife.
Objective: Utilize Soundwatch data to characterize vessel activity trends to evaluate, adjust and develop new guidelines and/or regulations for vessel operation around marine wildlife.

I saw their boats a few times last weekend. They handed out pamphlets to some of my friends when they were watching the whales. I had more of a problem with some Yacht a-hole swamping our boat. Was near shore drifting along next to some kayakers. He came through the middle of us at full speed & the wave crested over the top of our boat swamping us. I've done a lot of fishing around Henry Island, had a pod of KW's with several babies swim right next and under my boat...there must have been 15 or so, something I'll never forget. Did you see any? The Orcas put on a great show. I think I counted 12 or so. They might have been transients... They were right up against the rocky shoreline where I saw some seals chillin in the kelp beds the day before. Saw some thrashing around & one go airborne and flop on his side.

No offense taken. I don't disagree. Soundwatch appears to be just another NGO that can write up a good grant application for federal and state dollars along with solicitation of private donations (see the list at the end of the link provided by Keeper).
I'd prefer they do their work through the media and dockside visits. Making contacts on the water is best left to folks trained to do so - SO, WDFW, USCG etc.

Can't find the article but I recently read that Soundwatch is PO'd because they've reported hundreds of boater violations yet law enforcement refuses to write citations. The problem is that there is this legal issue in Washington called "misdemeanor presence." This means that the officer has to see this event occur in their presence. Only in specific certain cases can an officer of the law issue a ticket for an infraction or misdemeanor when the event does not take place in their presence.
